Government couldn't match his PR skills
I am not a political strategist, but certainly the rise of Anna is directly proportional to the mistake the government made. Lets accept it, there were times when the UPA could have just manipulated the situations and still got off easy.
What could have it done in the following cases:
Anna’s arrest: When Anna Hazare was about to fast, the UPA made its first mistake of not letting him fast. The Jantar Mantar has been the favourite ground for several such fasts and giving them a place would have earned the UPA a brownie point for letting a protester speak his mind.
The result, although is doubted by several, might have been different. There would have been strong chances that it wouldn’t have been this furious.
Bad PR: Instead of being more media friendly, UPA chose people who had lesser understanding of the Indian media. India media doesn’t react the same way as it reacts in case of a rape, murder, unconstitutional arrest or nuke deal. The thoughts are different, the bets are different.
Anna Attack: Instead of attacking Anna Hazare and team, the government had all the opportunity to present their version of bill as better. Why Anna’s draft is considered better is because (lets admit) we were told that it is better.
Rahul Gandhi: When it is the right time to push Rahul in to limelight and cash on his youth leader image, the UPA fails to show confidence. This time as well, Rahul vanished from the screen (Perhaps, sleeping in Kalavati’s hut!) and only returned to claim that Anna has been released from Tihar as RAHUL spoke to the PM.
Arrogance at wrong time: The biggest crime that UPA did was to show arrogance to people. A sorry face of PM is much better than Arrogance from the government. People in India, still don’t care a damn about who the PM or President is. What the care about is whether he still bow to them or not.
Guilty side: With the guilt conscious of being caught in corrupt practices, the congress and team has been having a tough time clarifying that the government is serious about tackling corruption.
Buy media: This is another harsh reality, Media can be easily bought out. There are elegant ways of doing it. UPA failed at it.
